Research On The Innovation Of Shantytowns Project Model Based On PPP Model

Shantytowns is the focus of the development of the national level of the development of the project is to accelerate the process of urbanization as an important starting point for people-oriented.Since 2005,Liaoning province began to carry out large-scale renovation of shanty towns,China has made great achievements in the reform of the shed,different cities combined with the actual situation of their own development of different transformation models.But with the expansion of the transformation of shanty areas,a new round of reform work shed the problems facing the huge funding gap,single financing channels,unreasonable planning,transformation of traditional mode is difficult to continue,mechanism innovation and transformation mode innovation,therefore,this paper will present the government pushing the PPP pattern into shantytowns to.PPP(Public-Private-Partnership)model is a new type of financing and construction management,government departments and social capital to provide public goods or services through long-term cooperation,through sharing the profit,risk sharing to realize resource sharing,complementary advantages.The PPP model has been widely used in the public domain in our country,and have achieved good results,especially in recent years,study on Application of PPP in the field of housing security,and may provide a valuable experience for the shantytowns in China using PPP model.Based on the current situation of China's shantytowns,starting from the process of shantytowns in our country,analysis and application of PPP mode transformation of shanty towns of the necessity and feasibility,and puts forward the application of the principle of PPP model.Secondly,the design of the shantytowns of the PPP model,this paper puts forward two shantytowns PPP mode,PPP mode and joint development "land" price of shares "of PPP mode,analyzes two kinds of PPP in the main mode and operation process,and the advantages and disadvantages of the two modes of PPP were analyzed,the applicable scope we obtained two different PPP models,and from the two aspects of income and risk protection mechanism design mode.Finally,through empirical analysis,expounds the practical feasibility of shantytowns PPP mode and operation,and put forward some countermeasures to promote the shantytowns PPP mode,has certain reference significance for the use of transformation of China's shantytowns and PPP mode in the public domain.
