Research On The PPP Mode Application In Municipal Reconstruction Project

With the rapid development of urbanization in our country,the social demand for infrastructure and public service has increased apparently.However,in the process,the problems including single investment subject,low operating efficiency and severe shortage of funds still exist.With the background that a series of institutional documents have been issued,our government has proposed the creative methods in financing and investment,especially the introduction of multiple private capital.Then,as a mode based on the cooperation of public and private subject,PPP mode has become popular both in current academic and industry fields.PPP mode not only can absorb and use social capital,but also can maximize the integration of various ascendant resources such as technology,concept and tool.This research focused on the application of PPP mode in municipal reconstruction project.With the case of shantytowns modification project in M city,this research illustrated the basic concepts and theories on PPP mode firstly,analyzed the practice of PPP mode in municipal reconstruction project,and analyzed the problems and measurements of shantytowns modification PPP project in M city,in order to contribute some inspiration for the application of PPP mode in municipal reconstruction project.On conclusion,the shantytowns modification project in M city was at risk of multiple benefit conflicts among local government,program enterprises,banks and residents,which called for the mechanism improvement and risk avoidance on benefit balance,smoothness of information communication channels,creation and multi-combination of financing tools,propaganda and training of PPP concept among multiple stakeholders.At the same time,the practice of should adjust measures to local conditions and right time,pay more attention to the interest demand of multiple subjects and solve problems scientifically.
