The Integration Of Urban And Rural Development In Hegang,Heilongjiang Province

Urban and rural integration is the inevitable law of the development of social productive forces,and it is the objective requirement of social and economic relations between urban and rural areas.Integrating urban and rural development accelerates the transformation of the economic growth model and provides the fundamental solution to the issues relating to agriculture,rural areas and farmers.Promoting the integration of urban and rural areas is the need of building China into a moderately prosperous society in an all-round way,abolishing dual-structure in rural and urban areas,realizing the simultaneous development of new industrialization,features urbanization and agricultural modernization,fully implementing the instructions of the provincial leadership,and achieving rapid economic development in Hegang.Based on the relevant research at home and abroad,this paper makes a basic research on the theory and practice of urban and rural integration.This paper sorts out the background,the development process and the importance in the practical application of urban and rural integration,and expounds the main contents of the development of urban and rural integration.By analyzing the historical reasons of China’s urban and rural dual-structure,this paper summarizes the successful experience of urban and rural integration in our country.On this basis,this paper studies the current situation of urban and rural integration in Hegang,and briefly described and analyzed the problems that will be faced with during the process of urban and rural development in Hegang.Through the analysis of the economic and social development situation,the change in population and adjustment of administrative divisions in Hegang in recent years,this paper mainly focuses on the development level of urbanization and the level of balancing urban and rural development in the last 10 years from the aspects of the urban and rural population composition and the proportion of non-agricultural population.This study is to get the clarification and concretization in connotation of urban-rural integration.The paper will adopt the ideas of “divide-and-conquer”,solve the problems one by one,initially build up a long-term mechanism in which urban areas support rural development,industry promotes agriculture and urban and rural areas develop together,form the situation of mutual promotion and synchronous development between the urban and rural industrialization,urbanization and agricultural modernization,realize the development of urban and rural areas in Hegang,and build a new pattern of integration of urban and rural economic and social development.And through the six measures,optimizing urban spatial layout,taking a new road to industrialization,increasing the rural infrastructure investment,allocating public resources equally,strengthening market docking and promoting the reform of management system,the integration of urban and rural construction will be accelerated.Finally,the paper puts forward some suggestions to promote the integration of urban and rural areas in Hegang.
