Express delivery industry thrives on catering to the need of the rapid economic growth.Against the background of E-commerce,the global online shopping pattern increases the demand for Express delivery.Express delivery has been maintaining a rapid growth in last ten years.Private enterprises have taken up 86% of the market share by 2015.As the oldest and the only state-run express service company-China Post EMS,after a long government-enterprise relation reform,has lost its advantages as a front-runner.To regain its primary position in the new competitive market place,China Post EMS has to conduct a business transformation reform.This thesis guides the readers through the history and current industry condition and focuses on analyzing the China Post EMS business in Heilongjiang Province,both the proprietary model and the agent-based model,in three different aspects: business entities,product structure and key service indicators.This article compares its advantages in market demand,macro-economic policies and internal resources and its disadvantages in competition,inferior service and system limitation and identifies the five causes of slow growth of the China Post service in Heilongjiang Province: management system,product structure,market development,service quality and delivery service.Detailed reasons are articulated and analyzed,including the unprofessional service quality,vague market position,overlapping product structure,unbalanced market development,inconsistent delivery time and slow process to customer complaint,poor quality of collaboration and poor planning.Considering the actual situation and operational feasibility,this article also puts forth a set of specific solutions: the China Post EMS,along with its partners should build a professional team,construct coordination mechanism,standardize product structure,establish superiority product lines,refine the target market and strengthen the development of the market,unify the marketing strategy,strengthen the marketing ability,enhance the service capabilities of the “11183” platform,improving the experience of clients,strengthen and optimize the management of process,integrate the resources to enhance the operational capacity,innovatedelivery method,in order to provide reference for the development and transformation of the China Post EMS business in Heilongjiang province.
