Dalian Science & Technology Innovation Park H Project Case Study Of Administrative Examination And Approval

Administrative examination and approval system plays an important role in political,economic, cultural and social life. With the continuous development of the socialist market economy, the disadvantages of previous system constantly appear. Since reform and opening-up, the government has made many reforms for the administrative examination and approval system. The local governments also have positive response and issued rules for the implementation. Although the reforms had achieved good results, there are many problems are hard to solve. This article takes Dalian Science and Technology Innovation Park H project as an example to research the problems encountered in the specific cases and find a certain solution for the optimization of examination works.From the macro level such as economics and administrative science, deep researches at home and abroad on administrative examination and approval have been made both at home and abroad. However, there are still exploring space for the solution of practical problems on the specific examination works. This article takes a specific case in a certain area as an example to make a further research on the optimization for administrative examination and approval.By researching the H project approval case in Dalian Science and Technology Innovation Park, the article analyzes various problems of this construction case encountered in the administrative examination and approval process from the following five aspects: the prior project promotion, land expropriation and leasing, programming and design,construction and completion of acceptance. By comparing with the experiences of Japan,Nansha district in Guangzhou province and Chongwen district in Beijing, the problems are found in five aspects: 1. too much approval items, 2. long time for some of the approvals, 3.Much difficulties in parallel examination and approval, 4. insufficient privileges for the operators, 5. irregular operations of the project executors. By analyzing the items above, the reasons for those problems above are as follow: the government is unwilling to delegate powers, departments cannot coordinate well, the workers cannot make a clarification of authority and responsibility and the companies cannot fully implement accountability. To solve those problems, this article put forward several methods that are scientific simplification,parallel examination and approval, proceeding form real local conditions and strength theaccountability. The biggest feature of this article lies in the combination of the specific problems and solutions in the process of construction project approval. Based on personal working experience, it explores the efficient optimization methods in administrative examination and approval to provide new ways of thinking for administrative examination and approval.
