Project cost management is the core subject of the construction project management. Project planning, feasibility analysis, bidding and account settlement, run through the whole process of the project. Project Cost Management covers various components such as cost estimates, budgets, planning, controlling, accounts settlement, analysis and assessment etc,. Relative to other industries in terms of project cost management, cost management of construction projects is still relatively backward. With the increasingly competition in the construction industry, the market has become increasingly prosperous, the cost management is driven towards the direction of being more standardized and scientific. How to strengthen the construction project cost management, reduce the cost, and improve the economic efficiency is the subject to be analyzed and considered for every construction project participants.This paper begins with describing the research and theories associated regarding the domestic and international construction project cost management which provides fundamental theoretical basis for this paper. In the third chapter, based on the case study on the DSIC, the author explains and analyses the common issues existing in the construction project cost management. In the fourth chapter, the author focus on explaining the objects and elements involved in the cost management of construction projects, discussing the key points in the cost management process such as pre-planning, designing, construction, bidding, time management, quality control, material selection and account settlement. Then the author further analyse the methods of how to improve cost management at all stages of the content and process. In the fifth chapter, based on the intensive analysis of the research sample (DSIC), the author suggests feasible implementation of cost management strategies from the aspects of team building, management approach, and principle application.This paper throughout the above analysis, aims to define the scope of cost management, assess the cost management in all stages of construction project, discover and solve the issues existing in the management process, and achieve total cost control of the construction process, thereby enhance economic efficiency and market competitiveness.
