With the era of the Internet economy, the organizational structure as the basic prerequisite for the development of enterprises, its rationality directly affects the survival and healthy growth and development of enterprises. In 2012, software development business has become another important business of A company, make up temporary downturn defect of the main business(hereinafter: CA business). In the case,taking R&D organization structure of state-owned listed A company as the research object, A company is small and medium enterprises.It introduces the developing,scale,structure situation and business environment,and combines a typical development project’s operation to prove unreasonable R & D organization structure which affects its healthy growth. And analyses them to redesign a more effective organization structure which can provide a reference for organizational structure design of other small and medium enterprises.In the case,following the sequence of raising problems(Description of the case), analyzing problems(case study), and solving problems(optimization proposals), and using literature analysis, case study and theoretical research method, and based on the theory of organizational structure,they were found that the rights and responsibilities are not matching,and that there is a rigid centralized management model, and that it has a business operating in the low degree of standardization.Finally, to solve these problems,based on the company’s strategy, business environment and management capacity, adopting " one solution to one problem " approach. The following are three suggested. First, to ensure the healthy development of two business teams, it is necessary to clearly define rights and responsibilities of the two managers. Second, to improve the adaptability of the structure, it is necessary to strengthen decentralized management. Tree, to improve the ability of sustainable development,it needs to strengthen standardized management. Lastly, to ensure the effectiveness of this structure optimization, it can’t ignore to improve the mechanism for training and audit oversight.
