As a citizen, The disabled have the equal rights of employment which are conferred by the constitution. In the new period of building a well-off society in an all-round way,Employment for persons with disabilities has become the chief issue for the disabled to achieve a comprehensive well-off society. It is very grim that the employment rate of Dalian disabled employment is only 23.12%. So how to improve the employment rate of the disabled has been practical significance.This paper introduces the research background and significance of the employment of The disabled in detail, summarizes the domestic and foreign research status and development trends; Based on the data from survey data, it analyses the employment of the Dalian disabled, uses large amounts of data and examples, summarizes existing problems under the new international situation, It dissects the problem of employment of the disabled in Dalian through the comparative research of domestic and international experience and the analysis of literature theory and data statistics. Based on the analysis results, this paper attempts to find the way to promote the employment of the disabled.This paper introduces foreign advanced experience of the employment of the disabled in three aspects employment legislation, Barrier-free environment and the employment environment of barrier free, introduces the empowerment theory and social identity theory,combining with the latest survey data of Dalian(2015), then comes to the conclusion that the key of changing the employment situation is the improving initiative of the accurate employment supporting policy for urban and rural areas, the disabled person's employment ability, the perfect employment environment and social identity degree for the disabled.It should focuses on perfecting the disabled employment policy, strengthening accurate support to help the disabled to improve employment ability,improving the employability of persons with disabilities and construction a no-barrier and no-discriminate employment conditions, to help the disabled to get a equal employment opportunity, and to maintain their labor income, to realize their full potential and ultimately to achieve a comprehensive well-off.
