Research On The Management Of The Disabled Employment Security Fund

Disabled employment is an inevitable problem in reality and disabled employment security fund system is an important systematic arrangement for disabled employment. Disabled employment security fund system has played great part in disabled employment since its establishment. However, with the continuous increase of disabled people and implement of disabled employment security fund system, this system is found to have problems in management.Based on the history and current situation of employment security fund system, the author has found a series of problem, which are, insufficient effort in collecting disabled employment security fund; inappropriate proportion of expenditure; risk of devaluation funds because of lack of investment; absence of fund supervision. These problems are caused mainly by imperfection of regulations, lagging management awareness and lagged management measures. From the perspective of systematic analysis, to solve the above mentioned problems, we should combine the theory of social security fund management, and start with the following steps: 1st, optimize the legal environment of disabled employment security fund management; 2nd, strengthen publicity; change single contribution rate and increase collection rate through the assessment of current substituted collection; 3rd, enlarge the scope of fund expenditure and fix on reasonable expenditure rates, and most importantly, reduce agency funding and substituted funs; 4th, carry on management patterns of provincial planning and municipal implement, and achieve value maintenance and increase of funds by gradual investment; 5th, construct a trinity monitoring system of judiciary, administration and society.
