Study Of Performance Evaluation Of Chinese Medicinal Materials Circulation Traceability System In Gansu

With the social and economic development of China,the public projects are playing a more and more important role.Especially under the "new normal" economic situation,all levels of government departments have been trying their best to stimulate economic development,and public projects are regaining the favor of local government.While the public project going all out and going fast,how to carry out scientif ic performance evaluation of public projects,and how to play the "baton" function of performance evaluat ion to take up a reasonable construction of public projects,as well as making the most of lim ited resources,are becoming important subjects.Through the analysis of some practical problems in the process of construction of the Chinese herbal medicine circulation tracing system in Gansu project such as lack of design projects and weak management capacity,this paper summed up the characteristics of public projects,and pointed out the necessity and feasibility of carrying out public project performance evaluation.Then the paper introduced and contracted public value theory as a basis,combined with the PV-GPG theory model proposed by Professor Bao Guoxian,to construct a public value performance evaluat ion system of public projects.Furthermore,the paper used this system to make the performance evaluation of the construction process of the Chinese herbal medicine circulation tracing system in Gansu.At last,the system was extended to the general public project to realize the scientific evaluation of public project performance.
