The Interaction Between Intellectual Property Capabilities And The Level Of Economic Development

“The 13 th Five-Year Plan period” is a period of strategic opportunity for China from “big power” to “strong power” in intellectual property rights(IPR).International intellectual property competition is becoming more intense than before.China's economy has entered a “new normal” of growth speed change,structure improvement and impetus shift.As an important transforming bridge and link from scientific & technological achievements to productivity,IPR's role of basic security in innovation encouragement is more prominent.Therefore,based on China's basic national conditions,the study of interaction between intellectual property and economic development still needs to be strengthened,so as to provide support for improving our intellectual property system and promoting China's economic growth speed & quality and achieving sustainable development.Based on the theory of endogenous growth and property right theory and relative study at home and abroad,this paper explores the relationship between IPR and economic development and summarizes the influential mechanism between them.According to the respective influencing factors of ability of IPR and economic development level,the regional evaluation index system of them is constructed,and the ARDL(autoregressive distributed lag)model is introduced.By analyzing the present situation and existing problems of the intellectual property rights and economic development level of Jiangsu Province,this paper empirically analyzes and evaluates the intellectual property rights and economic development level of Jiangsu Province from 2000 to 2014.This paper explores and constructs a long-term relationship between the ability of IPR and the economic development level in Jiangsu Province through first-class and second-class indicators.The study shows that there is a long-term benign interaction mechanism and short-term error correction mechanism between IPR and the economic development level in Jiangsu Province.The promotion of the ability of creation and protection of IPR is more significant for improve the economic development level,while the creation ability and management ability of intellectual property is not so significant for the long-term economic development,but still have a positive effect.On the other hand,the expansion of economic scale has a significant positive impact on the improvement of IPR.The improvement of economic potential and the optimization of economic structure also play a positive role in the IPR.Finally,according to the empirical results,the paper puts forward some countermeasures and suggestions to promote the benign interaction between the intellectual property rights and the economic development level in Jiangsu Province including : improving the level of intellectual property creation,seizing the commanding heights of economic development;speeding up the transformation and the use of IPR,leading the support of economic restructuring and upgrading;Strengthening intellectual property protection,optimizing the entrepreneurial environment;rationally adjusting economic structure,coordinating regional economic development.
