China is in the economic transformation and upgrading of the industrial structure of the "new normal" period,to successfully cross the "middle income" trap,we must promote the industry to the high-end rise,the value chain in the high-end core resources is intellectual property,to intellectual property to boost the industry to extend the smile at both ends of the curve is the trend.So countries are particularly concerned about the establishment of intellectual property resources in the new ind ustry-patent-intensive industries.Jiangsu Province is the development of patent-intensive industries as the main battlefield,vigorously promote the patent-intensive indus tries sustained,stable and healthy development,the formation of industrial competitive advantage.And technological innovation determines the industry's transformation,is the driving force of economic restructuring.But the current "Classification of nati onal economic sectors " in Jiangsu Province,the major categories of patent-intensive industries are not defined,the efficiency of its technological innovation is no way out.Therefore,this study from the "Classification of national economic sectors" perspective of the scale of Jiangsu Province,patent-intensive industries and in-depth study of its technological innovation efficiency,Analyzing of its technological innovation and development of the bottleneck,which is of great significance to speed up the de velopment of patent-intensive industrial technology and promote the development of related industries and realize the effective and effective formulation of industrial structure.This research is based on the theory of technological innovation,industrial economics,econometrics and statistics,and from the requirements of innovation-driven development strategy and intellectual property strategy,fully absorbs domestic and foreign patent-intensive industries and their technologies Innovation efficiency of the research results and practical experience,Taking the industrial enterprises above Design ated Size in Jiangsu Province as the research object,firstly,the index system of patent-intensive industry measurement in Jiangsu Province is constructed,and the entropy method and TOPSIS method are used to define the patent-intensive industries in Jiangsu Province.Then,on the basis of this,analyzing the development status and innovation of the patent-intensive industry,and then designs the evaluation index of the innovation efficiency of the patent-intensive industry in Jiangsu Province,and uses the three-stage DEA model to study the difference of technological innovation the patent-intensive industry and non-patent Innovation: In the first stage,the traditionalDEA model is used to evaluate the input-output efficiency of patent-intensive industries and non-patent-intensive industries;The second stage,the environmenta l factors that may affect the efficiency is analyzed,to determine the market structur e,government support,opening up,the quality of workers and innovative cultural at mosphere of the five dimensions of environmental variables,using SFA regression model to analyze the effects of environmental variables on the input slack,and calculate the adjusted value of input variables;In the third stage,the adjusted input varia bles and the original output variables are analyzed by DEA,and Differences and Differences in the Efficiency of Technological Innovation after Analysis of Excluding Environmental Variables and Random Error Interferences.Finally,the countermeasures and suggestions are put forward to improve the efficiency of patent innovation in Jiangsu Province.This study definesten major categories of Jiangsu Province,patent-intensive ind ustries,found that patent-intensive industrial economic efficiency,highlighting the employment effect highlights the strong performance of foreign trade and technological innovation has obvious advantages,however,the utilization rate of technological inn ovation resources is still low and insufficient,the development of technological innovation is not coordinated,and the efficiency of technological innovation is affected by environmental factors.The market structure,the government support and the quality of the workers have a negative impact on the improvement of the efficiency of their technological innovation,while the degree of opening to the outside world and the development atmosphere have a positive impact.According to this from the inn ovation investment,foreign trade,patent-intensive industries' s the integration of resources and the cultivation of four areas to improve the patent-intensive industrial of Jiangsu Province technology innovation efficiency,and enhance the development of non-patent-intensive industries to achieve the industry in Jiangsu Province Countermeasures and Suggestions on Transformation and Upgrade.
