The healthy development of the national economy is inseparable from the stable operation of the three pillar industries,and intellectual property(patent)intensive industries are a special type of industry in the manufacturing and service industries.Its competitive advantage comes from its rich intellectual property reserves,and it also shows that such companies actively respond to China’s innovation-driven development strategy.The close relationship between intellectual property rights and economic development,from the country to the enterprise,knows its importance.Based on the existing literature,this paper evaluates the technological innovation efficiency of intellectual property(patent)intensive industries,explores the impact of its influencing factors on the technological innovation efficiency of intellectual property(patent)intensive industries,and proposes some beneficial solutions for intellectual property(patent)intensive industries to improve the technological innovation efficiency.This paper combines the relevant research results and conclusions of the domestic and foreign industrial upgrading theory,enterprise technology innovation theory,efficiency evaluation and influencing factor analysis methods with the unique characteristics of intellectual property(patent)intensive industries and enterprises,cuts in from the perspective of the industry,and finally lands on the enterprise,uses the Data Envelopment Analysis Model to evaluate the technological innovation efficiency of intellectual property(patent)intensive industries and enterprises,and explains the reasons for its efficiency change over time.Based on the efficiency evaluation,this paper uses the Tobit Regression Model to conduct empirical research on the influencing factors of technological innovation efficiency in intellectual property(patent)intensive industries,and proposes targeted improvement measures in combination with the actual situation.The research results of this article are mainly reflected in the following aspects:1.Intellectual property(patent)intensive industry is a typical technology-intensive industry.Its important competitiveness comes from technological innovation of enterprises.Relying on continuous changes in technology,it creates new products accepted by the market and leads the market.In other words,improving the technological innovation efficiency will be the future development direction for a single intellectual property(patent)intensive enterprise or the entire intellectual property(patent)intensive industry.2.By pre-regressing the relationship between performance,R&D expenditure,and patent application volume,the index system for technological innovation efficiency evaluation was optimized.The regression results show that there is a positive correlation between performance(operating value added)and patent applications in T+1 period.R&D expenditure plays a full intermediary role when promotes patent applications.The intermediary role of technical personnel is not significant.Therefore,when constructing a technology innovation efficiency indicator system,the input indicator uses technicians in T period and R&D expenditure in T+1 period,and the output indicator uses business value added in T period and patent applications in T+1 period.3.Through the efficiency evaluation of intellectual property(patent)intensive industries,the dynamic evaluation result shows that the main reason for the decline of technological innovation efficiency in intellectual property(patent)intensive industries comes from the lack of technological progress index.The static evaluation result shows that improving the technical level helps to improve the technological innovation efficiency in intellectual property(patent)intensive industries.Through the evaluation of the efficiency of intellectual property(patent)intensive enterprises,the proportion of companies that achieve DEA effectiveness is very low,and a very high proportion of them have been DEA effective in several periods.This shows that the improvement of technical level requires a long time to accumulate,and once a technological competitive advantage is formed,this advantage can be stabilized for a period of time,helping companies stand out from the competition.4.This paper proposes three indicators that affect the technological innovation efficiency in intellectual property(patent)intensive industries through the Tobit regression model,including ownership state,scale,and market concentration.The result shows that the low degree of nationalization and the large scale of the enterprise have a positive and significant effect on the technological innovation efficiency in intellectual property(patent)intensive industries,while the effect of market concentration on the technological innovation efficiency in intellectual property(patent)intensive industries is not significant.5.According to the results obtained through empirical analysis,combined with the current impact of Sino-US trade friction on intellectual property(patent)intensive industries,the following solutions are proposed from the three dimensions of enterprise,industry and government: urge enterprises to pay more attention to intellectual property and strengthen cooperation with universities and scientific research institutes;promote the industry in line with the international standards,establish industry professional alliances;accelerate the restructuring of state-owned enterprises through government intervention,stimulate enterprises’ enthusiasm for innovation through government subsidies. |
