At present,the Chinese economy is gradually transforming into a stage of high-quality development.At this critical stage of development,technological innovation has become the power engine for economic development.As a key factor to seek international competitive advantage and a strategic resource for national innovation and development,intellectual property is playing an increasingly prominent role in innovation.Improving industrial technological innovation ability is a key point of high quality economic development driven by innovation,and it is also the key to the transition of economic growth mode and upgrading of industrial structure.Patent intensive industries are characterized by intellectual property intensive and advanced technology,is the key to seek industrial competitive advantage in all countries around the world,and also the key to promote high-quality economic development and the upgrading of industrial structure.By influencing innovation research and development,technology transformation and other aspects,intellectual property protection affects industrial innovation,thus affecting patent-intensive industries,so it is a key factor to measure innovation and influence industrial innovation.Based on this,it is helpful to explore the influence of intellectual property protection on technological progress of patent-intensive industries and the direction and way of its play,which will promote the further innovation and development of patent-intensive industries.Based on the theory of technological innovation,the theory of technological innovation efficiency and the economic analysis of intellectual property protection,this paper explore the relationship of intellectual property protection intensity on the two-stage innovation efficiency of patent-intensive industries by combining theory with empirical research.Firstly,based on the relevant research basis domestic and overseas,this paper analyzes the research status of intellectual property protection intensity and the innovation efficiency of patent-intensive industries,and makes clear the significance of intellectual property protection intensity on the two-stage innovation efficiency of patent-intensive industries.And,it also analyzes the influence mechanism of intellectual property protection intensity on the two-stage innovation efficiency of patent-intensive industries.Secondly,based on the classification in Catalog of Patent-Intensive Industries(2019)and the data of China Science and Technology Statistics Yearbook,China High-tech Industry Statistics Yearbook and China Industrial Statistics Yearbook from 2011 to 2020,the research object is targeted at matching 14 patent-intensive industries.On the basis of the theory of innovation value chain,the innovation process is decomposed,a two-stage network DEA model is constructed,and the innovation process of patent-intensive industry is divided into two stages: technology research and development stage and achievement transformation stage.Thirdly,by the comprehensive evaluation method,the law enforcement intensity index of intellectual property protection is constructed,and the entropy method is used to measure the weight of intellectual property protection intensity.On this basis,combined with the characteristics of patent-intensive industries,a two-stage input-output evaluation system of innovation efficiency was constructed to measure the innovation efficiency in the technology research and development stage and the achievement transformation stage of patent-intensive industries.Then,on this basis,four influencing factors,namely the proportion of R&D personnel(HR),industrial concentration(CR),government support(ZFZC)and foreign advanced technology spillover level(FDI),were introduced as control variables to construct the Tobit regression model of technology R&D stage and achievement transformation stage,and examine the influence of intellectual property protection intensity on the innovation efficiency of patent-intensive industries at two stages and the relationship between the two stages of innovation efficiency.The results show that the innovation efficiency of patent-intensive industries in the two stages has not yet reached the effective state,and there are problems such as low conversion efficiency and disconnection with the R&D stage.The innovation efficiency of patent-intensive industries increased at the stage of technology R&D,but decreased at the stage of achievement transformation.From 2011 to 2020,the intensity of IPR protection at the national level has been continuously improved.Among them,the intensity of legislation is relatively stable,and the intensity of IPR protection law enforcement has been continuously improved.The intensity of intellectual property protection has a significant positive effect on the innovation efficiency of patent-intensive industries at both stages.According to the results of empirical test,targeted solutions and suggestions have been proposed: rational allocation of resources to avoid resource waste;Strengthen the transformation of results and build a two-stage interactive mechanism;We will strengthen protection of intellectual property rights and improve the efficiency of innovation.
