Improving farmers' living standard is always the starting point and foothold of the party's rural work while the farmers' income is an important symbol of farmers' living standard.Increasing farmers' income is the core and key work of "agriculture,rural areas and farmers” and it is also an solved problem with a need for immediate attention.It is closely related to the construction of a well-off society and the realization of the development goals including a socialist new countryside and a harmonious society.First,The Fifth Plenum of the 18 th CPC Central Committee proposed,based on China's national conditions and the present development situation,the current top priority is to reduce poverty in rural areas and resolve the whole regional poverty problem.Following on that,the 2017 " No.1 Central Document” reemphasized the supply side reform of the agricultural structure.The main goals of the reform are to increase farmers' income and ensuring the effective supply agricultural products.The current composition of farmers' income sources presents an obvious structural problem: the growth rate farmers' employment income gradually slowed due to the decrease of the number migrant workers and the decline of wage growth.In this case,to increase farmers' income,we need to focus on the great potential of farmers' property income growth.Increasing farmers' property income is not only the key to improve farmers' income but also the important measure of the agricultural supply side reform.Therefore,this paper discusses the present situation of farmers' property income,including existing problems and potential solutions.China has achieved great success in economic and social development since the implementation of the reform and opening up policy.Rural economy has also benefited from this opportunity obtaining great development with significantly improved level of farmers' income.Farmers have accumulated a significant amount of wealth,providing a foundation for increasing property income.This research first discusses the concept of farmers' property income,building the research framework.Farmers' present income situation is then studied.Two key property income sources are identified: sale and leasing of land and reinvestment of farmers' employment and business income.In order to understand the current status of farmers' property income,this paper has conducted a detailed research into farmer's income of Zhenjiang city,Jiangsu province.The research focuses on the basic situation of the research object,the level of the rural residents' income and the status of the rural land transactions.At the same time,the author has found the following conclusions: the current rural residents' property income has a relatively small base and represents an insignificant portion of their total income;the author is not optimistic about the growth of rural residents' property income despite a general rising trend;the differences in relation to property income between regions and towns are significant.The paper then analyzes the factors affecting farmers' property income including institutional environment,resources,and policies.The following recommendations are suggested to tackle the current problems: construction of a rural system to create a fair environment for economic development;increasing farmers' property wealth,solidifying the basis of increasing property income;providing better education to farmers especially around investment and entrepreneurship;optimization of rural industrial structure to revitalize the rural economy;introducing more financial products into the rural areas to provide farmers with more investment channels,etc.Hopefully the recommendations provided in the paper will contribute towards the increase of farmer's property income,and to enlighten other research by providing some theories.
