Problems dealing with agriculture, rural areas and farmers have a crucial bearing on the nation's reform. Domestic and overseas scholars have done much research about these. Since the later of last century, Chinese farmers' income has been an important economical and social problem, and it also becomes a hot problem concerned by agricultural economist and even the whole economist. The Academe have discussed in many fields such as the agricultural structure adjustment, improving the quality of agricultural products and how to lighten fanners burden, and put forward much constructive approach and suggestion. Yet we found that the research is hot but not enough, and especially research on relations between farmers' income, migration of rural surplus labor force and human capital. Much research has done instinctively and superficially and lacked positive analysis. The specific research on region about relation between farmers' income and rural surplus labor force migration is weak. This paper uses methods and theories of domestic and overseas research for reference, and makes use of positive analysis studying the relation. Then it does positive analyses in different phases, moreover, the paper validates the theory. The writer also point out that the imbalance between labor educational level and professional structure is the key problem which influences the transform of rural surplus labor force and put forward the idea to make special training mode for the farmers. Finally we also advance some suggestion to deal with the problems appearing in the institutions arrangement.
