A Research Of Rural Residents' Property Income Of The Hebei Province

For a long time, the problems of "The Agriculture, Rural areas and Farmers" have become the primary challenges that we need to solve in domestic economic development. The core of the issues is the lower income from farmers, causing the unceasing income gap between urban and rural residents. The absolute value of income gap between urban and rural residents is nearly ten thousand Yuan in 2008, which has reached the largest gap since reform and opening-up. The 17th National People's Congress points out that to create higher conditions to let more people own property income, however, it is still slower on the property income of rural residents. Therefore, through the investigation on the rural residents in Hebei Province, the thesis is mainly to seek a new way to increase the property income of rural residents in Hebei Province, so as to reduce the income gap between urban and rural residents and improve the livelihood of farmers in Hebei.With development of reform and opening up policy in Hebei Province, there is a rapid change in economy and society, but the rural economy develops relatively backward. Farmers'average income is low and farmers obtain property income in difficulties, which include many problems.Based on consulting a large number of references and the actual investigation data, the paper analyzes the related problems of property income of rural residents in Hebei Province, the structures are as follows:Firstly, through careful study and research between the Marxist theory of property rights and the western theory of property rights, the thesis summarizes research achievements of property income from some domestic experts and scholars and defines the related concepts based on the Marxist theory of property rights and the principles of combination of theory with practice.Secondly, it analyzes the present situation of rural residents'property income in Hebei Province. From hebei farmers' property status quo, it researches problems which exist in the process of farmers'land property income, the real estate property income and the financial assets property income. Here are some problems:(1) It is imperfect on the land property rights function; It is lower on the standards of land expropriation compensation; It is unfair on the land compensation distribution; It is difficult on the circulation of the rights to the contracted management of rural lands. (2) Owing to the absence of rural property rental management department, the lower rural rental income, the obstruction of rural property circulation, it affects farmers' rental income. The lower compensation of rural houses often causes violence events. (3) farmers can't enjoy the same investment and financial service convenience because of the imperfect rural capital market and the imperfect financial system, they don't have the corresponding cultural level.Finally, based on revealing rural residents'property income status and problems in Hebei Province, and it puts forward some suggestions on increasing rural residents'property income. Including:Clearing the farmers' land property rights, encouraging the circulation of rural land management, perfecting the management of rural land expropriation systems and improving the management of land compensation standards; Clarifying farmers'real estate property rights, perfecting rural property rental and the relevant laws and regulations, protecting the rights of farmers'demolished houses; Perfecting rural financial service systems, strengthening the countryside elementary education investment, and improving farmers'scientific and cultural qualities.
