The Study On The Long-term Mechanism Of Land And Resources Law Enforcement Supervision In Tangshan City

This paper studies the characteristics of land acquisition law enforcement system and land and resources management system in Tangshan City,and explores the problems in land law enforcement supervision.Through the analysis of relevant aspects of land supervision,we try to put forward the corresponding solution,hoping to make the land for Tangshan City Supervision theory to provide help,and ultimately for China's land and resources management theory,especially in the municipal land and resources management law enforcement monitoring theory play an active role in the development.The main research contents of this paper mainly include four aspects:First,this article briefly summarizes the connotation and characteristics of land and resources law enforcement supervision,the status and function of stakeholder and land acquisition law enforcement supervision.This paper analyzes and expounds the basic theory of land and resources law enforcement supervision to select the basic theory of new public management theory,new public service theory and government function theory and other land resources law enforcement supervision.Second,this paper summarizes the current situation of Tangshan City's current law enforcement work of land and resources supervision from the continuous strengthening of law enforcement inspection efforts to improve the efficiency of land law investigation and prosecution and continue to promote satellite remote sensing detection law enforcement work in three areas.Tangshan City,land and resources illegal cases according to the nature of the subject and content classified as three categories,including the illegal transfer of rural collective land,agricultural industrial structure adjustment of illegal land and local government illegal land use behavior.Third,the problems existing in the law enforcement supervision of land and resources in Tangshan City include the lack of normative supervision of land and resources law,the lack of law enforcement supervision of land and resources,the dislocation of supervision of collective land owners and the overcoming of grassroots government construction and the difficulty of law enforcement of land and resources And so on four aspects.The causes of land and resources law enforcement supervision in Tangshan City include four aspects: the imperfect management mechanism of land and resources enforcement,the imperfect legal system of law enforcement and supervision of land and resources,the lack of protection mechanism of land and resources law enforcement supervision and the internal contradictions of land and resources management system.Finally,This paper constructs the long-term mechanism of land and resources law enforcement supervision in Tangshan City,including strengthening the propaganda and education of legal system of land and resources management,dividing the law enforcement authority,establishing the filing system,establishing the long-term management mechanism of land and resources law enforcement supervision,and establishing and perfecting the security system of land and resources enforcement..The main research methods of this paper include literature analysis,case analysis and systematic research.
