The paper reference the thinking of urban grid management, on the basis of AHP and GIS technology, proposed a new meshing method which based on law enforcement workload, and set Guangzhou Baiyun District as an example of meshing practice. In this paper, set Administrative boundaries and land ownership boundaries as the base map, select 5 situation index including the proportion of agricultural and unused land, the distance of evaluation unit to the grassroots Homeland, road accessibility, fragmentation degree and illegal land situation nearly three years, to establish the evaluation index system, estimates the workload of 694 evaluation units in Baiyun District, and delineated standard score and the standard range, division Guangzhou Baiyun District into 184 grids by combining.The first part is an introduction, including research background and significance, review of researches, research purposes and research content, research methods and technical route. The second part define the concept and theoretical basis, mainly on the concepts involved in this article, and later set related theory as a research-based. The third part is existing meshing methods and their shortcomings, introduce Thousand Meter Unit, households and geographical boundaries of three kinds of meshing methods and summarizes their shortcomings. The fourth part is the new meshing methods, mainly put forward the principle to mesh, as well as the foundation, basis and steps, and compared three existing mesh method from the basis, process and results. The fifth part is meshing in Baiyun District, introduces the overview of Baiyun District, the source of research data, and the process and outcome of the meshing in Baiyun District, and summarizes the 5 advantage and three points less of the meshing method.
