In the current knowledge-oriented time, human resources, as basic production factor, have brought more and more impact on industrial structure and economic development. With the backdrop of the current economy and human resources status and the conflicts, this thesis discusses the measures of industrial upgrading, the human resources status and its impacts on industrial upgrading from a macroscopic view; at the same time, puts forward measures for human resources optimization.This thesis discusses the ways of industrial upgrading of Sichuan Province and analyses the human resource capital status from the aspects stock, level and configuration among industries. It reached a conclusion that the human resource status is not consistent with the requirements of industrial upgrading:The configuration of human resources among different industries is not reasonable and is not suitable for industrial upgrading; the first tier industry has reserved too much workforce which is not highly qualified; the second tier industry is short of workforce especially the talents who are able to promote the technology-intense industry development; the third tier industry is in scarce of special-expertise workforce, which has made the third tier industry short of growing power for productive service industryAt last, this thesis puts forward measures to promote optimization of human resources of Sichuan Province from the perspective of industrial upgrading. On improving human resources:First, optimize the configuration among different industries and promote concerted development of industrial upgrading and human resources development; second, increase the investment on training and improve the quality of workforce; third, widening specialty specifications and training to adapt to the various industrial upgrading of professional talents. The auxiliary methods include:enhance vocational education to improve the skills of human resources; create a sound environment to attract talented people and promote the inflow of highly qualified human resources and build a multi-faceted human resource investment system.
