New Urbanization Development Strategy Study Of Gannan County In Heilongjiang Province

The China government claimed the advocate of "comprehensively deepen reform" on the Third Plenary Session of the 18 th,and has been clear about the direction of the next stage of deepening reform in our country.This advocate has promoted new urbanization and break the urban and rural dual structure to create a favorable policy environment for Gannan County.at the same time,Qiqihaer city has been selected for the national integrated pilot cities,which has important guiding significance.Gannan as the county is famous for its green production,which is in the leads of Ha Daqi industrial corridor and the policy guidance.So the new urbanization is bound to develop its the biggest advantage and all-round development.Based on the characteristics of Gannan County location and new urbanization development,this paper puts forward the strategy and plan of new urbanization in Gannan County,aiming at the problems in the new urbanization process of Gannan County.By introducing the three models of urbanization abroad and lessons learned from the cases of the United States,Britain,Japan,etc.typical national urbanization.This paper analyzes the nature and connotation of the new urbanization and the characteristics of the new urbanization,and combines with the regional characteristics of Gannan County.Taking the new urbanization of Northeast China as the realistic basis of the study,this paper takes the idyllic city,eco-city,new industrialization and industrial cluster theory,digital city as the theoretical basis of this study.The paper introduces the basic situation of Gannan County from three aspects of macro-location,middle-location and micro-location,and elaborates the characteristics of Gannan County's urbanization process,reveals the urbanization of Gannan County,such as towns Level lagging behind the level of industrialization,industrial structure,public service infrastructure,urban comprehensive carrying capacity,urban systems and other aspects of the deep-seated problems.Finally,this paper studies the development goals and strategies of the implementation of urbanization planning,discusses the development goals and main indicators of Gannan County urbanization assessment,and gives a detailed solution combining the existing problems and subdivides each solution of the landing measures and implementation of security.Therefore,the study of this paper through the field investigation and analysis,summed up their own experience,combined with the Gannan County location,economic conditions and other factors to achieve a variety of effective integration of resources,will theoretically further deepen the understanding of the implementation of new urbanization strategy.In practice for the Gannan County to carry out a new urbanization process provides a realistic strategy to promote the new urbanization process Gannan County.
