Study On The Development And Planning Of Main Function Area In Anxi County

Main function area planning is one of the effective ways to coordinate current rapid economic development and resources and environmental protection in China. It is a space unit with a specific body function, which is divided according to the principles of region division and coordination development, based on the resource and environment carry capacity, present development density and its potential development ability in different areas. It is proposed by widely drawing lessons from the thoughts and experience of foreign spatial planning, and combined with the practical situation in our country. To compile and promote the formation of the Main function area is a significant move in Carrying out Scientific Development View of Anxi County. Combined with other people’s research literature, this paper researches into the theory and demonstration of Main function area Suitability Assessment and division work in Anxi County, which by using comprehensive analysis method. Then the results are as follow:Firstly, this paper discusses the Comprehensiveness of the Main function area and advance the GIS used as supporting methods of the division.The Main function area is combined with Sustainable Development Theory and traditional division methods, it is the Comprehensive Division that considers the characteristics of economy, resources and Ecological Environment. During the process of analysis for division, we need reflect the nature factor, ecological factor, economic factor and social factor in a certain evaluation unit, then classify then in space. It is really necessary to advance the GIS used as supporting methods of the division.Secondly, this paper puts forward the principles of Main function area of Anxi County by using Index Assessment and Discriminatory Analysis.According to region’s resource and environment’s carry capacity, present development density and its potential development ability, this paper puts forward the principles of the Main function area of Anxi County. And try to put forward the24townships of Anxi County under the jurisdiction of the main function planning results.Thirdly, by suitability evaluation result, this paper advance the orientation and development supporting policies of four kinds of Main function areas.According to the sequence of the comprehensive evaluation value and evaluating grade of counties and urban districts in Anxi County, then combining the assistant decision factors and every locality area economic development strategy, this paper puts forward four kinds of Main function areas on township administrative scale, such as the optimized developmental areas, the major developmental areas, the restricted developmental areas and the prohibited developmental areas. Simultaneously, it discusses the Corresponding development supporting policies and Performance Evaluation System. Then point out that whether the scientific, rational, feasible Main function area Planning is efficient or not, depends to a great extent on the policy formulation and its performance.The viewpoint and achievement of this paper is supplement to Main function area research, whose aim is to provide a reference decision-making basis for regional development.
