The theme industry park,as a significant basis and prerequisite for the industrial development,are the focus areas to cultivate high-tech industries in China.Because the space facility projects of Thematic Industrial Park have features large-scale investments and long investment recovery cycles,the traditional investment and financing mode based on the government public funds has not completely meet the demands of the development of space facility construction for Thematic Industrial Park,while social funds are needed to be introduced gradually.In this paper,as the PPP investment of financing model of Shenzhen biological home to the study.this paper use cost-benefit analysis and net present value method of the economic evaluation method,and use of project payback period,net present value(NPV),internal rate of return(IRR)and the benchmark rate of return and other indicators.At last,based on the original data of the project,the paper compares and analyzes the three investment and financing models of Shenzhen biological homeland,and obtains the optimal PPP financing mode.This paper is divided into four parts.The first chapter introduces the research background and problems,elaborates the purpose and significance of the study,and summarizes the research methods of the article.The second chapter introduces the current situation of the investment and financing of the theme industry park,which the market and the government as the main body,and the problems existing in the operation behind it.Secondly,it introduces the theoretical basis of the investment and financing selection method.The third chapter introduces PPP investment and financing model,analyzes the existing models of investment and financing mode of biological homestead,and chooses the optimal scheme of investment and financing mode of "biological homeland".this has a strong reference to select the PPP financing mode.The fourth chapter summarizes the advanced mode of BOT operation in the PPP model of "biological homeland" PPP.At the same time,it takes the suggestions for consummating the market mechanism,introducing the social risk capital rationally,consummating the PPP law related laws and regulations,strengthening the social capital guidance and support And strengthen ing management,and reducing operational risk in four aspects.
