A Study On Financial Capacity Of PPP Project

In recent years,the public's expectations of the infrastructure construction have been increasing,but it is difficult for the local government to provide high-efficiency and highquality products and services because of its limited financial capacity and low leval management,which leads to the increasing contradiction between supply and demand.Therefore,the introduction of social capital to participate in local infrastructure construction has become a necessary choice to solve the contradiction between supply and demand.The introduction of PPP mode provides a new way of thinking for the injection of social capital.It not only mobilizes the social capital,reduces the pressure on the local finance,but also brings the advanced management technology,improves the supply quality and efficiency of public products.Thus it has become an important mode of infrastructure construction and operation.Implementtation of PPP projects requires a lot of previous work.The comprehensive study on the PPP project finance capacity can help the local government to carry out the PPP projects in the controllable range of fiscal capacity,and it is essential for the success of the PPP mode.The financial expenditure around the whole life cycle of PPP project is calculated on the basis of the theories related to the financial capacity of PPP model and the identification of the risks and responsibility of the project.Fully considering the influence factors of local government financial capacity,taking the AHP method as a tool,the optimization model of financial capacity evaluation has been built up,which involves regional environmental indicators,regional development indicators,regional financial indicators and the project expenditure bearing capacity indicators.The model and the indicators have been used to calculate the financial capacity for the local government to construct the Tangshan World Horticultural Exposition project.Related suggestions for the local government to carry out PPP projects to develope infrastructure construction have been put forward.
