The Research Of Shenzhen Industry Association Development Dilemma And Countermeasures

Although the industry association in our country has made great development during the period of reform and opening up,but as a whole and there is no fundamental breakthrough.Industry association in China compared with developed market economic countries,is still a huge gap.The congress pointed out that,to mobilize social organization vigor,effectively and properly handle the relationship between government and society,as soon as possible implementation profession association autonomy according to law,expand to deepen its function and eventually promote industry development effectively.At the same time,a significant change of social organizations,and industry association in the face of great pressure and challenge.This paper argues that,from Social organization theory,multi-center public governance paradigm perspective,the reform from 2004 to now,the industry association "to the town of Shenzhen" monopolized "practice has achieved good results,but at the same time,there is also a new industry association development problems,mainly embodied in five aspects:one is the unclear orientation,association role is easy to converge with the government,the association function fuzzy boundaries;Second,the communication mechanism imperfect,the lack of specific responsibility departments to coordinate;Three is the function of industry association organizations and institutions set up is not science;Four is the lack of industry association personnel qualification certification system,"non-professional" appeared negative effects,etc.By using t Shenzhen traditional superior industries in the industry association and its facing great changes under the background of the innovation of issues to explore,at the same time reference foreign advanced countries the actual condition of industry association,trying to explore new mechanism and new way of government intervention in industrial innovation,realize the innovation drive development;Clear the power of the government and industry association border,standardize management,improve the administrative capacity of government and industry association service ability.
