Overall energy supply and consumption is about the production and living of the people and national strategic security.As a big energy consumption country,our country increasingly prominent contradiction between supply and demand of energy,promote energy conservation and emissions reduction and transformation of industrial structure,improve energy utilization efficiency,vigorously develop transformation and upgrading of industrial structure,vigorously develop clean,environmental protection,safety,high utilization of modern energy industry,for the scientific development of society as a whole is crucial.For domestic key energy resources base in xinjiang and the "area" all the way to the west development.Sufficient energy,coal,oil and gas,hydropower,biomass,etc are all in the leading domestic.But large energy consumption of industrial structure is not rational,low energy efficiency of a series of problems,always restricts the sustainable development of social economy in xinjiang.How to adjust the industrial structure,improving energy efficiency is realize the goal of "energy much starker choices-and graver consequences-in planning" in xinjiang and the effective way to the sustainable development of social economy,energy conservation and emission reduction and green development in xinjiang has the vital significance.In the context of the present study,most scholars mainly focused on the changes of industrial structure,optimizing adjustment and economic development in related research,and the energy from the energy consumption structure research,analysis of energy efficiency from the Angle of the industrial structure and energy efficiency considering study is less,and mostly focused on the national level as well as the more developed areas on the mainland,and the impact of industrial structure on energy efficiency in xinjiang have less system research.Is based on the above problems,based on the relevant theories of industrial structure,energy efficiency and the statistical yearbook of xinjiang,the xinjiang fifty years,about three times industry output value and energy consumption data,on the basis of analysis about the present situation of xinjiang industrial structure and the efficiency of energy efficiency,using co-integration relationship model to explore the xinjiang three equilibrium relationship between industry structure and energy efficiency,the results showed that the xinjiang three industrial structure's impact on energy efficiency exist long-run equilibrium relationship,the second industry and energy efficiency,presents the tendency of changes in the opposite direction between the first and third industry structure and energy efficiency is the same change trend,but in the short term,the effect is not significant,need through long-term structure adjustment to realize reasonable utilization of energy.And using the factorization method discussed the overall energy industry framework adjustment is three times the restricting factors and industrial energy intensity in the field of related factors,and the results show that the structure of the first industry the most stable;The second industrial structure share and efficiency share jointly promote the decrease of energy intensity;In the second industry,tertiary industry "twelfth five-year",improve energy efficiency promoted the energy intensity is reduced,"twelfth fiveyear" after the third industrial structure factors contributed to the decrease of energy intensity.Industrial sectors in the eight high load can industry structure factor and efficiency factor of impact strength is greater than other industries.Through the above analysis finally put forward in view of the energy conservation and emissions reduction in xinjiang under the direction of the industrial structure adjustment and the countermeasures and Suggestions.
