The Tobacco Industry in the process of speeding up industry development mode change,gradually realizes the ascension of China Tobacco comptitiveness,can't do without effective talent management system,the Tobacco Industry must set up scientific talents management system.Performance management is one of the advanced management tools,in recent years,more and more enterprises understand and use it.The ailability of a performance management of an enterprise depands on the degree of it improving the enterprise performance and competitive strength.The Balanced Score Card(BSC)method based on the enterprise strategy,reflecting the combination of short-term and long-term goals,for the goal of the conversion of the enterprise strategic target and tactics target,including the measurement and evaluation of financial factors and non-financial factors,providing the strategic direction and framework,directly services the strategic management,and effectively guarantees the strategic goals.The Balanced Score Card(BSC)method can avoid the Tobacco Industry in the process of enterprise development emphasising on financial indicators too much and neglecting the non-financial index,It builds a scientific performance management mode of the Tobacco Industry.Through the in-depth and meticulous investigation of the Y City Tobacco Company,the paper analysises the performance appraisal situation of the logistics department of Y Tobacco Company,and finds out the potential problems,with the help of the Balanced Score Card(BSC)method form four dimensions of financial,customer,internal management,learning,which composing the strategic goal of the enterprise.The paper finds out the key enterprise performance indicators based on decomposition of refinement to enterprise strategic target(KPI),using expert evaluation method and analytic hierarchy process(AHP)scientific assignment of the relevant indicators,and establishs a set of PDCA cycle to ensure continuous improvement of performance appraisal.This paper is divided into five parts: The first part introduces the research background and significance.The second section briefly describes the theory of underlying performance management and performance analysis.The third section outlines the background of the Tobacco Industry,and analyse the existing performance of the logistics department of Y City Tobacco Company.The fourth part redesigns the performance evaluation of the logistics department of Y City Tobacco Company.Thefifth part expounds the appraisal program elaborated after perfecting the operation and continuous optimization.
