Under the environment of constantly varying market conditions and increasingly fierce inter-entity competition,the successful operation of firms depends heavily on the quality,cost and innovativeness of the produced goods and services.How to improve the corresponding worker or firm performance and how to boost the overall performance for the enterprise hence appears to be salient.Established in 2009,Gao Yang company acts as a major government-backed e-commerce and mobile internet company.As the company won the bidding of the mobile-phone-wallet platform construction program initiated by the China Mobile Communication Corp,Gao Yang embraces a swift expansion in numbers of work department and employee,which generates unprecedented pressure and challenges for its human resource management.The original performance evaluation system is incapable of matching the rapid development of the company,while unable to evaluate worker's performance in a reasonable manner.It is revealed to be imperative for Gao Yang to renovate its performance evaluation system,making it more efficient,more resilient to existing and coming challenges,and more applicable for promoting entrepreneur development at both firm and sector level.This study applies the literature review method,the case study method and the analytic hierarchy process on the research of Gao Yang Company 's performance evaluation system.The paper is organized into five sections:Section 1 raises the study background and motivation,along with a brief survey of domestic and foreign literatures on Balanced Score Card and performance evaluation system,in order to provide fundamentals for further analysis.Section 2 states the history on the application of performance evaluation,and discuss the pros and cons of Balanced Score Card and analytic hierarchy process.Section 3 surveys Gao Yang's current business situation and its running performance evaluation system,to provide basis for studying the existing problems and driving factors of Gao Yang's current performance evaluation system.Section 4 constructs a novel set of performance evaluation system for Gao Yang company based on the methodology of Balanced Score Card,while determining the weights of indices though the analytic hierarchy process.Lastly,section 5 examines some practical issues for Gao Yang company in preparing and enforcing this BSC-based performance evaluation system.The smooth implementation of the new system supports and feasibility of the BSC-based performance evaluation system constructed in this study,providing a more complete,scientific and complete performance evaluation scheme for Gao Yang,and effectively balancing the company's financial and non-financial indicators,along with its short-term and long-term targets.This highly usable novel system benefits the general development of the company by introducing now methodologies and thoughts.The system serves as a positive reference for the e-commerce and mobile-internet companies that tend to incorporate the technique of Balanced Score Card into their performance evaluation systems.
