An Empirical Study On The Effect Of Human Capital Agglomeration To The Industrial Structure Adjustment

At present,domestic and foreign scholars research on the motivation of the adjustment of industrial structure,it involves many factors including natural conditions and resource endowments,demographic factors,technological progress,policies,products demand changes and increasing market competitiveness etc..Some experts start to pay attention to the influences of population,labor force and human capital.However,the specific mechanism of human capital still not formed yet.In addition,the research on human capital is more focused on the two aspects of human capital measurement and formation mechanism,pay their attention on the effect of economic growth and income distribution around human capital.The research on the effect of Human Capital Agglomeration on industrial structure is lacking.On the basis of summarizing the literature of human capital and industrial structure adjustment,this paper first analyzes the mechanism of the effect of Human Capital Agglomeration on industrial structure adjustment,and clarifies the factor effect and efficiency effect.Then,we measure and describe the level of human capital agglomeration and industrial structure adjustment.Secondly,we construct the empirical model of advanced industrial structure and industrial structure rationalization,and use the panel data of 29 provinces in 2001-2014 to test the impact of Human Capital Agglomeration on industrial structure adjustment.Finally,the paper puts forward some countermeasures to promote human capital agglomeration and industrial structure adjustment.The main conclusions of this paper are:Firstly,the mechanism of human capital agglomeration to promote industrial restructuring is the factor effect and efficiency effect.Which factors effect can effect the price of different levels of human capital,land and other production elements,change the cost advantages of industrial production,force industrial restructuring;while efficiency effect: improve production efficiency through the way of " learning by doing " and knowledge spillover,the difference between the industry,promote the adjustment of industrial structure.Secondly,the measurement results of human capital agglomeration.The eastern region is the highest,followed by the western region and the central region,the agglomeration degree and the change trend of different regions are obviously different.Moreover,the calculation results of industrial structure adjustment.The advanced industrial structure of the eastern,central and western regions showed an upward trend.And the eastern region is the highest,followed by the western region,the central region is the smallest.Rationalization has shown a downward trend,that is,the rationalization of industrial structure in all regions of the country are constantly improving.The western region is the highest,followed by the central and eastern regions.Finally,the empirical study on the effect of human capital agglomeration on industrial structure adjustment.At the national level,human capital agglomeration can promote the industrial structure to be advanced and reasonable,and the influencing factors are 0.460 and 0.417,respectively.At the industrial level,the impact of human capital agglomeration on the advanced industrial structure and rationalization of industrial structure of different industrial structure is relatively large.Among them,the effect of human capital agglomeration on the optimization of the first industry is not significant,it can promote the rational development of the first industry.It negatively affects the advanced development of the second industry,has no significant impact on the rationalization of the second industry,it promotes both the advanced and the rationalization of the development of the third industry.
