Research On Optimization Of Industrial Structure In Shanxi Province

To promote industrial structure optimization has been one of the main line of the development plan,is also an important subject in the process of the industrialization in our country,especially for the resource-based cities.Shanxi as a typical resource Province,the advantages of resource endowments make it form a heavy industrial structure based on energy industry.This industrial structure has made important contributions to the economic development of Shanxi Province and even the whole country within a certain period of time.But when the economy reaches a certain degree,the existing industrial structure is not well adapted to the development of economy in Shanxi Province,"a dominant" coal industrial structure has become an obstacle to the economic development of Shanxi Province.This paper firstly reviews the research content and direction of domestic and foreign industrial structure optimization through consulting relevant documents of domestic and foreign industrial structure,so as to determine the research perspective and method of this paper.Secondly,sort out the major industrial policies of Shanxi Province from 2000 to 2016,and understand the focus and characteristics of the industrial policies of Shanxi Province in different economic development periods from the perspective of policy implementation background and policy objectives.Based on the rationalization of industrial structure and the advanced view of industrial structure,selecting the relevant data of Shanxi Province from 2000 to 2016 for a total of 17 years,through the data collation and calculation results,the qualitative analysis of the overall status quo of the industrial structure of Shanxi Province,the status quo of the resource-based industrial structure of the secondary industry and the status quo of the tertiary industry structure from three aspects: the structure of industrial output value,the employment structure of the tertiary industry,and the investment in fixed assets.In addition,from two dimensions of cross section and time series,using tal index,structure deviation degree,the comparison of the international standard of the industrial structure and industrial structure ahp quantitative measure level of rationalization of industrial structure of Shanxi Province and the present situation of high-grade level.Through qualitative and quantitative research of industrial structure in Shanxi Province,It is found that the overall industrial structure of Shanxi Province is supported by the heavy industrial structure dominated by the energy industry.In the second industry internal structure,Resource-based industries are mostly concentratedin the upstream of the industrial chain and processing of primary products,and their added value is low.In the third industry internal structure,information industry development is slow.In addition,the irrational status quo of Shanxi's industrial structure is mainly reflected in the great asymmetry between its output structure and employment structure,stranded in the middle of the first industry,a lot of surplus labor force transfer the labor pressure,while the second industry and third industry to absorb the labor ability is insufficient,lead to hidden unemployment pressure.But since 2014,the industrial structure of Shanxi Province began to gradually show "321" mode,high-level rationalization degree and the degree of order.Since this is because the "twelfth five-year".However,in order to achieve the goal of “13th Five-Year Plan”,the total economic output will double in 2012 compared with 2010.so,there is still a long way to go to optimize the industrial structure in Shanxi Province.
