A Perfect Study Of The PPP Model In The Development Of China's Pension Industry

With the ageing of the population,China urgently needs to develop the old-age industry and improve the quality of its care.Currently facing the fund shortage in public pension institutions,service quality is not high,private pension agency is expensive,the PPP mode can be used as a new supply mode,can make up for the great gap existing in the development of pension industry.In this paper,through the case study method of Shandong Zibo ship the PPP project is analyzed,combined with the theoretical research and literature research method,it is concluded that the specific experience and the corresponding countermeasures and Suggestions.This paper firstly analyzes the feasibility of PPP model in the old-age industry.This includes: the PPP model has a good operating basis,the PPP model has its own advantages,the optimal allocation of private capital,the policy and the relevant laws are perfected.Next to the PPP model is applied to analyzing the present situation and problems of the development of the old-age industry in China,explore that the PPP model is applied to the main problems existing in the development of old-age industry in China,such as relevant laws and regulations is not good,the public sector and duties not clear,private enterprises in social capital's enthusiasm is not high.The paper also discusses the project profile,operation plan and prospect plan for the project of Boshan pension center in Shandong province.Finally put forward the PPP model is applied to the basic ideas and countermeasures in the pension industry development,including to establish and perfect the corresponding policies and regulations,and clearly define the functions of the departments permissions,establish risk-sharing and credit restraint mechanism,constructing quality evaluation and performance evaluation system,the training of specialists in the field of PPP pension mode.
