In the more than 30 years past,China's rapid economic development depends on high consumption,high investment,high emission and low efficiency..China's GDP accounts for 12% of the world,while energy consumption and carbon emissions accounts for the world's total of 22% and 30%,respectively.How to coordinate the relationship among economic growth,energy conservation and environmental protection has been paid more and more attention.Fujian Province,as a big province in the southeast coast of China,to speed up the development of green economy is the key to improve the competitiveness and national policy.The academic community has reached a consensus that technological progress is an important source of economic growth.While,the degree of preference for each input factor directly affects the energy consumption and pollution emissions,in the process of technological progress.Therefore,it is of great significance to study the optimal green development path of energy saving and emission reduction in Fujian province.In this paper,the 36 industrial sectors of Fujian province are divided into three heterogeneousindustriesaccording to the industry classification of factor intensive degree,which are resource intensive,labor-intensive and capital intensive.First,calculate the energy efficiency reduction potential of three heterogeneous industries using SBM-DDF model.Second,measure and analyzebiased technical progress status of Fujian industries using SFA based on translog production function from the angle of factor preference.Last,select the optimal green development paths for three types of heterogeneous industry,based on the calculation results of factor output elasticity and elasticity of substitution,combining with the current status of energy saving and technological progress factor bias.By the research of this paper,compared with the industry in the production frontier,the energy efficiency and emission reduction efficiency of most industries in Fujian province is not satisfactory.The emission reduction efficiency is higher than the energy efficiency,and there is a great potential for energy saving and emission reduction.The technological progress of the industrial sector in Fujian is characterized by the dual dependence on labor and energy.Select the optimal green developmentpath of three types of heterogeneous industrial sectors from the perspective of factor preference.The optimal path of resource-intensive industry is labor-capital-energy-environment.The optimal path of labor-intensive industry is labor-energy-environment-capital.The optimal path of capital-intensive industry is capital-labor-environment-energy.The research results provide a reliable basis for adjusting the order of preference in the process of green developmentfor different types of industries in Fujian province.
