In recent years, heavy industrialization trend is increasingly evident in China, energy consumption and carbon emission shows a rapid growth trend. The nature of carbon emission is energy issue, the key effort of reduction is technological progress. However, in the case of technological progress bias, technological progress is not necessarily able to achieve energy savings. If not consider the direction of technological progress, just blindly pursue the speed, may be the opposite effect for energy conservation and emissions reduction. Therefore, technological progress have what effect on energy savings lies on the direction of technological progress.Energy biasd technological progress means that, technological progress relatively increases energy share. This paper studied the China’s industrial sector energy biased technological progress and its influencing factors. The main tasks are as follows:First, this paper established factor biasd technological progress measure model. According to the definition of technical progress bias, using two nested CES function, deduced the expression of factor biasd technological progress. And defined the technological progress bias index to measure relative factor biased technological progress, and ultimately built a simultaneous equations system model to measure technological progress bias.Secondly, using the industrial sector data of25provinces and22industries of China in1998-2010, measured the factor biasd technological progress, especially focused on energy biasd technological progress. The results showed that national average capital, labor, energy biased technological progress respectively are:1.625%,-3.238%,1.615%, namely, China’s current technological progress is capital and energy-using, labor-saving.On this basis, this paper decomposed the rate of energy intensity change. The result showed that the energy intensity is affected by three aspects:multiplier effect, energy biased technological progress, energy prices. In terms of the national average, China’s energy intensity decreased by5.23%, but the energy biased technological progress increased energy intensity, and under the multiplier effect of enlarged, total contribution rate of energy biased technological progress is17.61%. Therefore, the development of China’s technological progress towards energy savings, will reduce energy intensity, improve energy efficiency, and achieve energy saving and emission reduction.Finally, by constructing a panel econometric model, this paper analyzed the influencing factors of energy biased technological progress. The regression results showed that market level, human capital, R&D expenditure have a significant negative impact on energy biased technological progress, to reduce energy consumption. Therefore, in terms of policy, improve the degree of market, enhance human capital, increase R&D expenditure could promote technological progress towards energy-saving direction.
