A Research On The Function Of The Food Industry Associations In Food Safety Governance In Quanzhou

Food safety has become increasingly serious in China and has become a maJor problem and focus on the government.Although in recent years,the government has strengthened supervision on food safety,and has carried out two rounds of reform on supervision system of food safety,the current supervision model is still government-oriented.In terms of subJective will and obJective ability in supervision,the long-term existing drawbacks and defects haven't been completely solved.Compared with the limited government supervision,the food industry association has very prominent characteristics and can't be replaced,with its functions of information collection,supervision promotion,supervision cost,supervision coverage and others,which can solve supervision defects.Therefore,for food safety governance,food industry association plays an indispensible role.It is necessary to make full use of the self-discipline function of food safety association and strengthen supervision in the industry.Combining administrative supervision with self-discipline will have more obvious effect.The leisure food industry in Quanzhou has developed rapidly,and the problem of food safety can't be ignored.This paper,take food industry association in Quanzhou for example,in combination with polycentric governance theory,explores the role of food industry association in food safety governance as well as demonstrates the necessity and feasibility of participating in food safety governance.Through participative observation,it is found that food industry association in Quanzhou has made some achievements in industry self-regulation,membership service,response to appeals,participation in social construction and promoting economic development and others.But there are problems as "semi-administrative" system restriction,unfulfillment of system reform of "double management",lack of relevant legal norms in association management,lack of representativeness,laying more stress on service than self-discipline and others.this paper,according to the actual situation of Quanzhou,suggests that in order to give full play to the role of the food industry association in food safety governance,the government must be with the concept of “social governance” for food safety,perfect legal system construction for food safety association to participate in the governance of food safety,promoting food industry association as dominant body in the governance of food safety,strengthen self-discipline ability construction of food industry association,as well as improve its representativeness and self-discipline awareness.It is concluded that when strengthening government supervision of food safety,it shall vigorously promote the system construction of food industry association,realize the transformation from government supervision to social governance,as well as establish the governance model of diversified participants.
