Research On The Role Of Food Industry Associations In Yunnan Food Safety Governance

The current Chinese society, frequent food safety accidents, food safety crisis, food safety has become a major problem and the focus of government regulation, social and economic problems, more is the issue of public administration. At present, the food safety supervision mode of our country, is still the government monopoly, in the subjective intention and objective supervision supervision ability, there are always lack of system and the inherent defects can not be completely overcome. Heteronomous constraints compared to the government monopoly type, food industry association in access to information, supervision power, supervision cost, supervision and so on, have the function of irreplaceable advantages, can effectively compensate for the lack of government supervision. Therefore, in the food safety control, in addition to strengthening individual discipline and the operators of administrative supervision self-discipline, also need to give full play to the role of self-discipline Food Industry Association, the operators of endogenous tissue self management, strengthen the industry internal supervision, coupled with the uplink administrative supervision and operators of individual autonomy,"three carriages" the common constraint force more powerful.However, the current development of the food industry association in China faces many obstacles, the government monopoly of food safety regulatory framework functional advantages of food industry association self-discipline supervision, and there is no effective play. This paper takes Yunnan Province Food Industry Association as an example, using governance theory, the theory of the third sector analysis, the current status of that food industry association and the existing problems, points out that the food industry association to participate in the food safety governance, promoting food industry association self-discipline, will need to establish the new concept of food safety "cooperation governance", in the external environment, to improve the legal system of food industry association, the reform of the dual management system, improve food industry association in the food safety management in the dominant position; the association oneself construction, to improve the self governance structure, strengthen the food industry association’s own ability construction, improve the food industry association industry representative, food industry association play the main body status in the construction safety supervision system in food, give full play to their self regulatory governance functions, play a functional role in their food safety governance.
