However, due to the resourcesand environment constraints, in recent years, the development of China’s marine fisherieseconomy and the revenue of marine fishermen have both hit bottom, Excessive fishingcapacity makes the marine fishery resources under great pressure, offshore fisheryresources commonly get recession, the signed of bilateral fishery agreements betweenChina and Japan, China and South Korea, China and Vietnam have forced the traditionalfishing grounds being compressed. At the same time, along with the development ofsocial economic and ocean exploitation, all kinds of pollution, and the construction of thenew marine industries is eroding the ocean space, also resulted in the deterioration ofmarine ecological environment. All of these make the marine fisherman’s materialresources reduce, the production space is extruded, the rights and the interests of marinefisherman fishing face a great challenge. The marine fishermen’s income is inadequategrowing, and the income of urban residents is gradual enlarged, the advantage of leadingfarmers have been cut, there are even some marine fishermen become re poverty; Coastalfishing infrastructure is weak, lack of social security, the interests protection of marinefishermen is inadequate become the prominent contradiction of building harmoniousfishing village.The reason for the not solving the problem of protecting the interests of thefishermen is the uncertainty of the fishermen’s group. This paper first discusses themeaning of fishermen and Marine fishing fishermen, and define the marine fishingfishermen, which are directly or indirectly engaged in the tradition of Marine capturefisheries fishermen and their support (support or raising) of fishing population andlong-term engaged in production of marine capture fisheries traditional labor outside offishermen. And further expounds the common characteristics of the marine fishing fishermen community.The main performance of marine fishermen’s interests damage is that the incomegrows slowly, objectively by the fishery resources recession, fishing grounds reduce, theproduction cost increase, the competition of foreign labor, the essence is the limitedmarine fishery resources couldn’t support a serious surplus of fishing capacity, while thecurrent external environment aggravate the imbalance, and the correspondingmanagement measures can’t improve Marine fishery resources, reduce the excessivefishing capacity, maintain the fisherman fishing revenue and give fair chance at the sametime. For the long-term interests, we must give priority to restore sustainable use andprotection of fishery resources. But the lack of enough help and support for marinefishing fishermen, resulting in marine fishing fishermen group’s rights and interests isdamaged.
