Inner Mongolia has long been dependent on coal,land,and other factors to stimulate economic growth.The main parts of innovation are lack of vitality,endogenous innovation backward,which leads to over-reliance of material and capital investment.And now the change of the conditions of elements supporting the economic development of our region are taking place.The past extensive model of development is difficult to sustain.So the choice of transforming traditional elements driven to innovation driven becomes the inevitable for development.Therefore,the implementation of innovation-driven development strategy has become the key to keeping sustained and healthy development of Inner Mongolia economy.It is of great practical significance to evaluate the innovation efficiency of Inner Mongolia and to clarify the factors that affected the innovation.By evaluating the innovation efficiency of Inner Mongolia through theoretical explanation,presenting situational analysis and empirical analysis,we analyzed the influencing factors deeply,and put forward corresponding countermeasures on the innovation-driven development of Inner Mongolia.Firstly,it elaborated the purpose,significance and ideas of the evaluation of the efficiency of Inner Mongolia's innovation-driven and its influencing factors,and summarized the rational theories including theory of economic growth,theory of innovation-driven efficiency evaluation and influencing factors such as endogenous growth,which have provided theoretical basis for the further study of the paper.Secondly,it analyzes the present situation of Inner Mongolia from the perspectives of input of the innovation,innovation ability of the knowledge,environment of the innovation and output of the innovation.Then this paper selected the relevant indicators from the perspective of innovation driven combining the theory and the actual situation of Inner Mongolia.And we carried out empirical analysis from two stages:The first stage: select the total factor productivity(TFP)as a measure of evaluation of innovation-driven basing on the Douglas production function.The growth rate of total factor productivity in 1996-2015 was calculated by using the state space model,and inferred the contribution rate of capital investment,labor input and TFP.The results show that the economic development of Inner Mongolia during the period from 1996 to 2015 mainly depended on the input of capital factors.The average growth rate per year of capital investment was more than 20%.The average contribution rate per year of capital investment was close to 60%,the average growth rate per year of labor force was lower and the average contribution rate of labor force was below 10%.While the growth rate of TFP had the same trend with the growth rate of GDP,the average contribution rate of TFP was more than 30%.This indicated that with the economic growth,the growth of total factor productivity had played a more important role in promoting the process of economic development in Inner Mongolia.The second stage: Analyzing the factors that affected the efficiency of innovation driven.This paper adopted the structural equation analysis model and selected innovation ability of science and technology industries as exogenous latent variable,the input of scientific and technological innovation,innovation ability of knowledge,scientific and technological innovation environment,and output of scientific and technological as endogenous latent variable and other 16 observation variables including Activities of science and technology,full-time staff of Research and Experiment and so on.It is resulted that four exogenous latent variables showed a positive correlation with innovation ability of science and technology industries,and the correlation coefficients were 0.082,0.273,0.468,0.190.The input of science and technology industries and the environment of scientific and technological innovation are positively correlated with the ability of knowledge innovation respectively.The path coefficients are 0.315 and 0.6868 respectively.Then,the relationship between the variables and the latent variables was analyzed by factor load analysis and found out the concrete observation indicators to improve the innovation and development of innovation in Inner Mongolia.Finally,on the basis of the above analysis,it discussed the countermeasures and suggestions to promote the implementation of innovation-driven development strategy in Inner Mongolia.
