Research On Innovation Edfficiency Evaluation And Promotion Of Shandong Province From The Perspective Of Innovation Driven Strategy

Innovation is the internal driving force for regional economic growth to achieve competitive advantage,the gap between innovation efficiency is the underlying cause for the imbalance among different regional economic development.As a result,the promotion of the innovation efficiency is the key to improve the future comprehensive strength and economic level for Shandong Province.Related theory of both domestic and overseas research about the development of the regional independent innovation is systematically summarized and reviewed in this dissertation;it thoroughly analyzes the current situation of the development of regional independent innovation in the background of innovation-driven strategy.Several input and output indicators are selected according to innovation-driven mechanism to scientifically build a set of efficiency evaluation index system.By using data envelopment analysis method(DEA),17 provinces are selected as efficiency evaluation units and the input-output data of 2009-2013 in Shandong province are collected.This paper comprehensively analyzes the input and output index,from the perspectives of CCR and Malmquist index analysis;the evaluation results show that input and output elements involve certain amount of redundancy and relaxation in Shandong Province,this states that the regional independent innovation of Shandong province has obtained certain achievements,but the level of overall maximum efficiency is not achieved,innovation elements should be improved effectively according to the evaluation results and actual situation.Finally,according to the evaluation results of the efficiency analysis,as well as aiming at the problems in independent innovation of Shandong province,this paper puts forward countermeasures and suggestions in many aspects to provide a reference for Shandong province to promote the efficiency of independent innovation in the future.
