Brief Discussion About The Theory And Practice Of National Laboratory Construction

The increase needed for the country's international scientific and technological competitiveness will require the reinvention of the basic and applied scientific research to generate disruptive technologies.The needs for large scientific instruments and the great social value in science have brought science into a large,high-investment,interdisciplinary college era.After World War II,in the free market or under the background of planned economy,it became a kind of system arrangement for national economy and society to construct large-scale and interdisciplinary center or national laboratory,according to the great national needs in the military and economy.Since the "18th National Congress",China 's national laboratory construction has known as innovation-driven strategy and an important "gripper" of constructing powerful scientific and technological country.It is of important theoretical and practical significance to carry out the exploration of the theory and practice.Through the study of foreign national laboratory construction and development experience,and the early development of China's national research institutions,the preliminary discussion on the national laboratories has been carried out using concept and method of using actor network.And the necessity and possibility of laboratory construction in "Harbin-Changchun" region have been analyzed.The study found that although the ways adopted by the national laboratories in different countries are not the same,they all have a common characteristic o f synergy innovation in the multidisciplinary,interdisciplinary field based on large scientific device.From the perspective of the actor network,the national laboratory is an actor network constructed by the government,universities,research institutio ns,large scientific devices,enterprises and social capital by human and non-human actors.In the context of China's policy,the future of China's national laboratory should be of multiple functions including being a national goal-oriented,interdisciplinary and original innovation platform,international scientific research platform(or center),collaborative innovation platform,scientific experiments and data sharing platform,as well as the talent recruitment and aggregation platform.The construction of "Harbin-Changchun" urban city group,as part of the national strategy of "One belt and One Road",must rely on major scientific and technological innovations and strategic emerging industries if it wants to become an urban city group that has biggest competitiveness and become an important growth pole of the northeast old industrial base.As a government,it is important to recognize the opportunities presented by national laboratory construction and gradually expand the construction of national laboratories.The cities,universities and research institutes are collaborating to build a multi-disciplinary science and resources sharing platform.Relying on the construction of major scientific installations in the region,the international zone of scientific research and living communities needs to be constructed with the final goal of forming the national laboratory centered on the big scientific equipment.It also forms a collaborative innovation pattern which has the functional complementarity and positive interaction with other scientific research institutions,universities and enterprise organizations of research and development.
