The policy of elevator installation in the existing apartments is an important measure for our country to cope with the aging social needs.As a policy to benefit all people and practically solve the difficulty for "the senior to go up and down stairs",there are so many difficulties in the implementation.The objectives of the study are to explore the influencing factors to the implementation process and result of the policy and to put forward the solution paths.Through the analysis of such livelihood policy dilemma,it is helpful to boost the efficiency and quality of the implementation of such kind of policy.With the perspective of actor-network theory and the method of literary analysis and interview,the paper chooses D Community in Tianjin City as a study object according to the writing logic of situation sorting-empirical analysis-network construction-problem clarification-strategies promotion.Based on the analysis of the actor composition during the implementation of the policy of elevator installation in the existing apartments,the paper explores the "translation" process of the actor-network to build up an actor-network of the policy of elevator installation in the existing apartments.Combined with the internal actornetwork,external actor-network and the actor-network these three dimensions,there is an analysis of the reasons for the generation of disputes,and it is also suggested with solution path.Currently,there are mainly three aspects in the dilemma of the policy of elevator installation in the existing apartments.Firstly,there is a big difficulty in the coordination among residents,which is shown that there is an interpersonal gap between the elevator demand and the "minority monopoly" in the discussion.Secondly,there is difficulty in the coordination of fundraising,which refers to the "free-rider problem" in the cost-sharing and the tough participation of social capital.Thirdly,the elevator installation is involved professional knowledge,which results in a too complicated construction application procedure.The main reasons should be flowing:firstly,in the aspect of the internal actornetwork,the autonomous mechanism in the community is imperfect,and there is a lack of organization of the owner committee;secondly,in the aspect of the external actor-network,there is no standard or reference for the adjustment and simplification of superior legal restriction policies,cost-sharing and compensation scheme;finally,for the actors,there is no assistance in the internal communication among actors,and there is also inconsistent interest demands between the elevator installation enterprises and governments.To eliminate the dilemma of the policy of elevator installation in the existing apartments,the research proposes the following measures.The first step is for the internal actor-network,to improve the mechanism for the residents in the community to have participation and mobilization in the external actor-network and to build up a professional owner committee.The second step is for the external actor-network,to further refine the policy control and confirm the relevant technical regulations and benefit compensation mechanism;as for the actors,build up an effective linkage mechanism and simplify the materials required for application for approval.
