Evaluation On The Policy Effectiveness Of Low Carbon City Developmentin Shaanxi Province

In order to balance the relationship between economic growth and environmental protection,all over the world is in promoting development of low carbon economy and low carbon city.To promote the development of low carbon city in a better way,China identified the first batch of low carbon pilot cities in July 2010 and identified the second batch of pilot cities in December 2012,developing low-carbon city has become a trend.However,for making certain whetherthe low-carbon city policy for developing the pilot cities is effective.To evaluate the effectiveness of policies and find out the correspondingreasons Firstly.Which is necessary to promote the development of low carbon city.This paperidentifiedthe research methods which is the combination of quantitative and qualitative after understanding the research about low carbon city comprehensively and according to the actual situation of Shaanxi province.Making full use of the statistical data of Shaanxi province from 2004 to 2015,using principal component analysis(pca)and with the help of SPSS20.0to analyze the date.On the basis of evaluating the average low-carbon urban development level in Shaanxi provinceto evaluate the effectiveness of the policy.First,this article summarize the existing research on the related literature review,and identifiedthe evaluation system which contains 16 indicators divided into three subsystems including low carbon economy,carbon emissions and low carbon environment combined with the definition and connotation of low carbon city in this paper.Then according to the Shanxi province low carbon city development level and thetrend of change in 2004-2015 to illustrate how policy is effective for the development of low carbon city in Shaanxi province.This papercame to the conclusion according to the evaluation results finally:The development level of low carbon cities in Shaanxi province is improved than before and its growth rate is higher than before in 2010-2014;Accordingto the datafrom 2014-2015 years,the development level of low carbon cities in Shaanxi province has a lot to improve than before,and the growth rate is big,so the policy to promote the development of low carbon city is effectivein Shaanxi provinceon the whole.But for now the development of low carbon cities in shaanxi province still has great room to improve,so this articleproposed several suggestions on three aspects such as developing low-carbon economy;promoting carbon emissions and protecting the ecological environment to promote the development of low carbon cityaccording to the present situation and the actualdevelopment of Shaanxi province.
