Study On Evaluation System Of Low-carbon Cities In Shanxi Province By Analytic Hierarchy Process

This research is conducted against the background of climate change and the low-carbon city. In the 21 century,people begin to seek a new model of urban development because of contradiction of the development of traditional urban. The low-carbon city is the direction of urban development. From the beginning of 2010,China is carrying out experimental work of low carbon city with large-scale. Then Shaanxi province is in one of low-carbon cities of the first experimental work.On the basis of combing domestic and foreign literatures about low-carbon cities,this paper tries to give the concept of low-carbon city and the evaluation model of low-carbon city in Shaanxi province. Based on the level of carbon emissions and the level of economic development,the level of people’s living quality and environmental protection,the model evaluate the municipal construction of low-carbon city in Shaanxi province. The main analysis of this paper is the analytic hierarchy process with the data from the regional statistical information in Shaanxi Province from 2010 to 2014.By analysis,the overall construction level of low-carbon city in Shaanxi province has increased,however the unbalanced development has been one of the distinct features in Shaanxi province. Xi’an and Yan’an are located in the first step,which develop better. Baoji,Xianyang,Weinan,Yulin,Ankang and Shangluo are located in the second step. Their development level is not high. Tongchuan City and Hanzhong are in the third step. Their development level is poor. In order to achieve the goal of improving people’s living standards and the protection of the environment,we need to work hard on economic and carbon emissions management. Finally,this paper puts forward solutions to the questions with the policy of low-carbon,the planning of low-carbon,low-carbon industry and low-carbon culture to promote the development of low-carbon city construction.
