In 2001,the WTO doha ministerial declaration that trade facilitation the issue should be included in the scope of the WTO negotiations,trade facilitation gradually entered the international eye.APEC in 2002 on the tenth leaders' informal meeting in Mexico,unanimously approved the GATT 5,8,10(clause)associated with the trade facilitation,aim to set a lower trade transaction costs by 5% in 2010.Trade facilitation is a product of international trade development to a certain stage,through the coordination between regional customs clearance work,unified rules,information,at the lowest cost,the pursuit of barrier-free flow between traders in various regions,barrier-free circulation between the goods at the customs.And the level of trade facilitation,is under the complete index system of trade facilitation measure,obtain quantitative composite index,which compared the level of trade facilitation.Ningbo,zhoushan,situated in Shanghai Yangtze river delta,Yangtze river delta region economy development the important growth pole.Has international logistics hub in the region and commodity storage and transit processing and trading center,port logistics services and strategic material support ability,improve its ports and logistics,shipbuilding,Marine engineering equipment,Marine tourism,the advantages of the fishing industry.At the same time,in a series of policies to accelerate the development of ningbo zhoushan port integration,the integration of the Yangtze river delta port further to strengthen ningbo,zhoushan,Shanghai customs enforcement unified coordination mechanism,broadening the field,higher level and work efficiency,and help to increase the Yangtze river delta port trade competitiveness.Around the nature and purpose of trade facilitation,this paper borrows a lot of predecessors' research results,comparing national and state the essence of the regional internal differences,combined with international authoritative organization of trade facilitation quantitative system,building a unique,suitable for trade facilitation of index system,between the inner regions of the country in regional trade facilitation,the main focus on customs environment,logistics environment,regulation environment,these three parts,the area of the customs clearance,customs management,port,transportation,finance,communications,makes a comprehensive comparison between these six aspects.Then,combining the subjective and objective by using AHP and entropy method,at different levels according to the influence of different indicators,gives different weights to measure the trade facilitation of regional differences,and through comparing policies of Shanghai,zhoushan,in combination with the practical situation of ningbo,put forward the countermeasures for the development of ningbo.
