A Study On The Agreement On Trade Facilitation For The Influence Of China's Customs System Of Trade Facilitation And Countermeasures

With the development of economic globalization,trade facilitation has become an important direction of trade development in all countries.Especially the Doha Round negotiations through the<Agreement on Trade Facilitation >,asked all of the members of the World Trade Organization Agreement who accept <Agreement on Trade Facilitation > to make the corresponding change,based on their current status of implementation of trade facilitation.From the concept of “Trade facilitation”,this article make a overview and introduce the main content of Agreement on Trade Facilitation who has been accepted but not yet formally entered into force in China.Because the main contents of the agreement are related to trade facilitation measures about customs,so this article emphasizes the forthcoming important influence of the agreement on customs system of China,Contrast current provisions of the customs system on trade facilitation system in current China,put forward to the challenges of the system of China's Customs Trade Facilitation,finally put forward on the suggestions of perfecting the system of China's Customs Trade Facilitation,in order to promote the development of China's trade facilitation system.This paper can be divided into five parts.The first part is the introduction.This paper mainly introduces the current impact of "Agreement on Trade Facilitation" on China's customs system of trade facilitation and the counter measures research of the background and significance,and current research status and important documents in this field from current scholars,this paper gives the basic idea and basic content.The second part is an overview of Agreement on Trade Facilitation.This paper introduces the concept of “trade facilitation”,the main negotiating process of the Agreement on Trade Facilitation,and the main contents of the legal text of the “the Agreement on Trade Facilitation”.The third part mainly introduces the impact of “Agreement on Trade Facilitation” on China's customs trade facilitation system,through comparing the provision of China's current customs trade facilitation system and the “Agreement on Trade Facilitation”,analyze the agreement will bring what kind of influences to China's customs trade facilitation system influence from three aspects which includes transparency obligations,"single window" system and the customs administrative adjudication.The fourth part mainly introduces the current problems of China's customs system of trade facilitation,this paper made a summary from three aspects including the transparency customs trade facilitation,port agency bull management of Port agency and the complex customs administration management system.In the fifth part,the paper puts forward on the suggestion of perfecting our country's customs system of trade facilitation under the view of Agreement on Trade Facilitation,based on the deficiency of the customs trade facilitation system our country.Based on "Agreement on Trade Facilitation" and the main aspects of China's Customs Trade Facilitation process,These suggestions include two aspects,namely,from the customs and the related system puts forward some improvement suggestions.
