Study On The Measurement Of National Trade Facilitation Level In Silk Road Economic Belt

With the rapid development of international trade, countries around the world have affirmed the economic benefits of trade facilitation. However, the phenomenon of non-efficiency of trade in international trade practice has been paid more and more attention by all countries in the world. The inefficiency of trade has greatly affected the development of trade facilitation. The Silk Road Economic Belt is a national cooperation organization,proposed to promote economic integration. It is committed to the smooth flow of trade between the countries of the Silk Road Economy Belt. The trade facilitation construction has become the important content to the construction of the Silk Road Economic Belt. However, the non-efficiency of multilateral trade in the countries along the Silk Road Economic Belt has become increasingly prominent, and the implementation of trade facilitation has been hampered.Therefore, it is imperative to study the level of national trade facilitation in the Silk Road Economic Belt, which will help to deeply understand the trade facilitation of the Silk Road Economic Belt, and provide reliable realistic basis for the construction of the Silk Road Economic Belt. Based on the revised World Bank trade facilitation measurement model, this paper uses the entropy method to analyze the level of national trade facilitation of the Silk Road Economic Belt. The main contents and main conclusions are as follows:(1) Based on the connotation of trade facilitation, this paper analyzes the present situation and problems of the national trade facilitation of the Silk Road Economic Belt from trade procedure, trade operation, trade regulation and trade technology. The results show that the development trends in the national trade facilitation of the Silk Road Economic Belt is good,but there are still problems, such as, trade clearance efficiency is low, trade barriers are prevailing, trade environment is unstable and cross-border traffic is not smooth and so on.(2) Based on the analysis of typical trade facilitation models of OECD, APEC and World Bank, according to the economic strength of Silk Road Economic Belt and the demand for trade facilitation of Silk Road Economic Belt, the World Bank trade facilitation calculation model is selected as the basic model for the trade facilitation of the Silk Road Economic Belt and to make appropriately, revise.The results show that the model of trade facilitation of the Silk Road Economic Belt should be applied to both the developed countries with strong economic strength,and the developing countries with weak economic strength. At the same time, it will meet the trade facilitation construction requirements of the Silk Road Economic belt in logistics services,customs environment, regulatory environment, financial services and e-commerce and so on.Therefore, this paper chooses the World Bank’s trade facilitation measurement model as the basic model of the S Silk Road Economic Belt, and revises its index system from the financial service and logistics service, and re-selects the method of entropy method.(3) Based on the revised World Bank trade facilitation calculation model, the entropy method was used to analyze the level of national trade facilitation of the Silk Road Economic Belt. The results show that: in terms of timing changes, the level of trade facilitation along the Silk Road Economic Belt has been increasing year by year, showing a fluctuating state. In terms of regional differences, the countries of the Silk Road Economic Belt are divided into leading countries, pursuing countries and backward countries, and Interregional differences are mainly broken down between the expansion area and the three regions. In terms of coordination degree,the degree of coordination, which are positively correlated to the level of trade facilitation,between the various areas of Silk Road Economic Belt trade facilitation is increasing year by year.(4)According to the results and analysis of the level of trade facilitation of the Silk Road Economic Belt, it is proposed to deepen customs cooperation, establish a rapid customs clearance mode, broaden the areas of trade cooperation, build new areas of regional cooperation,improve infrastructure construction, form a network traffic in all directions, accelerate financial innovation, and help cross-border finance Cooperation, and other suggestions.
