Innovation Research On Application Of Rail Transit Financing Mode Of Ppp In N City

In recent years,with the rapid development of economy,and the acceleration of country urbanization process,urban population is becoming more and more intensive than ever,large and medium-sized cities have been congestion situation,it has seriously affected the public travel,and has reduced the public travel power of the city.Under the support of the national macro policy,more and more large and medium-sized cities has put into the construction of urban rail transit.The construction of urban rail transit needs much money,and the huge amount of money has increased the financial pressure of the government department.At present,the PPP finance model,which suggested by the national development and Reform Commission,refers to the relations of cooperation established by government and social capital,undoubtedly provides a new way for the development of urban rail transit.Meanwhile,it also has great theoretical and practical significance for the development of the PPP finance model of urban transit in our country.Furthermore,the characteristics and functions of PPP financing model,which is agree with our current development and normalization of economy without previous consultation.This paper from the basic theory of city rail transit financing mode of PPP,separately from the PPP financing mode,city rail transportation,rail transportation PPP financing mode in three aspects theory.Then the specific case analysis is applied to the N city on line 5.First through the necessary external environment that PPP financing mode,and then through the “value for money” evaluation method,verifying the PPP financing mode is applicable to the metro line 5 in N city,and the operation of metro line 5 PPP financing mode introduces the social commonweal rail transportation PPP project.According to the theory of basic knowledge and the case analysis of the metro line 5 in N city,this paper from the government and the N Metro Group two levels,put forward some policy recommendations,to N city in the future continue to use PPP financing model track construction to provide some useful reference.
