With the improvement of people’s living standards,private car ownership is also increasing and urban road congestion is also increasing,especially in the urban area," driving difficulties,chaos parking,parking difficult" phenomenon has become a major factor affecting the development of the city.The mode of parking transfer can guide travelers to switch from inefficient cars to efficient public transport,optimize the city’s travel structure,make efficient use of existing parking resources,improve road utilization efficiency,and ease the degree of traffic congestion in urban centers,The city’s static traffic and sustainable development of great significance.Based on the rational human hypothesis,this paper through the relationship between the two parking rates to adjust the cost of two parking and then adjust the traveler’s way to travel.First,the introduction of the concept of time value to travel,travel tools,parking spaces constitute the minimum cost of the system as the goal,through the road congestion pricing model to calculate the private car in the road during the additional cost of travel,and then two travel Way to carry out cost analysis,to find out the relationship between the two parking rates.At the same time,based on the parking capacity of the constraints,according to the number of parking transfer to determine the transfer point parking lot to establish the number of berths.Secondly,for the transfer point,according to the determined parking scale to its parking rate analysis,to find out the different circumstances,the parking service on the parking rate.And thus the optimal parking rate for the transfer point within the threshold range.Finally,the specific data are collected for the transfer point and the central area,and the established model is verified to solve the two rates and prove the scientificity and validity of the model.
