Research On The Dynamic Management Of Rural Subsistence Allowances In Guizhou Province

The minimum living security system for rural residents is an important part of the rural social security system in China.As a "last safety net",the establishment of the minimum living security system for rural residents is to protect the basic livelihood of the rural poor groups,and it's also the goal of the minimum living security system for rural residents.Establish and perfect the minimum living security system for rural residents,can effectively maintain social stability in rural areas and promote the social justice.And using the dynamic management and building a scientific,rationalized dynamic management mechanism in the implementation of the minimum living security system for rural residents,is an inevitable requirement and an important means of improving the minimum living security system for rural residents.This article sets Guizhou Province as an example,use the literature analysis method,interview method and case study method and so on.Firstly,this paper introduces the background,topic significance,research ideas,research methods,and summarizes the current research status both at home and abroad.Secondly,define the concept such as The minimum living security system for rural residents,Subsistence allowances,Dynamic management.And comb and summarize the relevant theoretical knowledge used in this article such as Social assistance career theory,Theory of Justice and Need-hierarchy theory.Thirdly,set the three stages of the minimum living security system for rural residents as the main research content,including the entry stage,management stage,and exit stage.In this article,author site visit some rural areas in Guiyang City,Anshun City,Qiandongnan State and other cities(states).Through interviews with local functional departments,fully understand the current situation of the dynamic management of the minimum living security system for rural residents in Guizhou,explore the useful exploration and successful experience in the current dynamic management process.At the same time,puts forward the obviouslyproblems in the process of dynamic management of the minimum living security system for rural residents.Finally,according to these problems,propose countermeasures and suggestions and hope to provide reference of improving and perfecting the dynamic management of rural minimum living security for Guizhou province and other provinces and cities.
