A Study On Improng China's System Of Reural Residents's Ubsistence Allowances

Since the reform and opening up, as the system of China's socialist market economy being built and advanced, improving subsistence allowances has been more and more important for economic development and social stability. The CCP's Seventeenth Congress pointed out explicitly the goal that concentrating the efforts in the first two decades of the new century to construct the comprehensive well-off society to benefit billions of people. It also pointed out"bearing in mind the objective of common prosperity","deepening the reform of allocation system, perfecting social security system","strengthening the government's function in regulating income allocation". Those indicate that, in order to provide a systemic warrant for comprehensive construction of well-off society, it must realize the goals of comprehensive construction of well-off society in countdown time; it must enhance the improvement of the construction of rural residents'subsistence allowances system. The key point and difficult point lie in the vast rural areas, because it seems an arduous and onerous task to improve the system in only a decade more years due to the imperfection of rural residents'subsistence allowances system.Improving the system of subsistence allowances for rural residents'is helpful in solving the problem of aging of population which is the most constrained challenge faced in the process of comprehensive construction of well-off society in the new century. As the implementation of family planning, the size of family become smaller, along with the longer life expectancy, the aging of population has been the greatest obstacle to achieve rural comprehensive construction of well-off society. According to the quantitative analysis, the aging of population is the biggest problem in the realization of rural comprehensive construction of well-off society because of its urgency.Improving the system of subsistence allowances for rural residents'is helpful in achieving the goals of comprehensive construction of well-off society. First, it is helpful in perfecting the whole nation's social security system. China's social security develops unbalanced at present. Therefore, improving the system of rural residents'subsistence allowances is helpful in filling in historical gaps. Second, it is useful to reduce the disparity between urban and rural development, and consolidate the achievement of rural reform. Third, it is better for changing the state of famers'being into poverty by illness, as the saying says"to judge better-off, look health firstly". So quickening the improvement of the system of rural subsistence allowances is necessary to realize the goals of rural medical care.Improving the system of subsistence allowances for rural residents'is an important method to construct comprehensive well-off society. First, it is helpful in pushing urbanization process; second, it is helpful in promoting rural social progress and stability. In the new historical time, improving the system of rural residents'subsistence allowances will fully reflects Chinese government's people oriented science development and proves the CCP's confidence and determination in constructing comprehensive well-off society.This study introduces the theory and the concept of China's system of rural residents'subsistence allowances; acquires instructive experiences through analyzing the state of the system and comparing international practices; describes distribution of rural poverty population; expounds the urgency and necessity of perfecting the system of subsistence allowances for rural residents. At the end, it provides policy proposals based on analyzing the problems and causes of the system and the guides of international experiences.
