Study On The Minimum Living Security System In Rural Areas Of Huainan City

Since the establishment of the rural minimum living security system,it has played an important role in maintaining social stability,narrowing the gap between rich and poor,realizing social fairness and justice,and promoting the construction of new socialist countryside.Huainan City is the first city to establish rural minimum living security system in Anhui Province in 2005.In recent years,the system has been developing and improving.However,there are some problems in the policy design level and policy implementation level of rural minimum living security system.There are many problems in the policy design level.For example,expenditure poverty is not included in the subsistence allowances.The system itself is easy to cause poverty traps and urban and rural subsistence allowances are not uniform.In the implementation of the policy level,staff often take a simple sub-file approach to determine the salvage standards,publicity system has not been strictly enforced,and processing time is lengthy and so on.Through the analysis,this paper puts forward some countermeasures.Rural poor of expenditure type should be included in the rural minimum living security system.The government should reform the way of relief and improve the rural minimum living standards to the same level with the city.Other measures,such as perfecting the Income Calculation Method of Rural Households,implementing the publicity system strictly,shorten the processing time,should also be used.
